 A Notice of Intent for the following project submitted in accordance
with §R307-401-1, Utah Administrative Code (UAC), has been received
for consideration by the Executive Secretary, Utah Air Quality Board:

Company Name: High Desert Refining, LLC

Location: High Desert Refining, LLC; High Desert Refinery - 4 miles
west of Green River, Green River, UT, Emery County

Project Description:   High Desert Refining, LLC submitted a Notice of
Intent for construction of a Hydro-Processing plant.  This plant will
be dedicated to processing local reserves of "black wax" crude oil. 
Under the New Source Review (NSR) program, the plant is a minor source
of air emissions.  The plant will be located in Emery County near the
town of Green River, Utah.  Emery County is an attainment area of the
National Ambient Air Quality Standards (NAAQS) for all pollutants. 

 New Source Performance Standards (NSPS) 40 CFR 60 Subparts A (General
Provisions), Dc (Small Industrial-Commercial-Institutional Steam
Generating Units), Subpart Ja (Petroleum Refineries), Subpart Kb -
(Volatile Organic Liquid Storage Vessels), Subpart GGGa (Equipment
Leaks of VOC in Petroleum Refineries), Subpart QQQ (Emissions from
Petroleum Refinery Wastewater Systems), and Subpart IIII (Stationary
Compression Ignition Internal Combustion Engines) regulations apply to
this source.  National Emission Standards for Hazardous Air Pollutants
(NESHAP) 40 CFR 63 Subparts A (General Provisions), H (Organic
Hazardous Air Pollutants for Equipment Leaks),  Subpart NNN (Equipment
Leaks in Petroleum Refineries), ZZZZ (Stationary Reciprocating
Internal Combustion Engine) and 40 CFR 61 Subpart FF (Standards for
Benzene) regulations apply to this source.  Title V of the 1990 Clean
Air Act applies to this source.  This source is a Greenhouse gas (GHG)
minor source.  Best Available Control Technology (BACT) will be
required for all emission points, each of which is addressed in the
Engineering Comments section of this Review.

 The emissions, in tons per year (TPY), will be as follows:  PM10 =
24.28, PM2.5 (Subset of PM10) = 15.64, NOx = 43.43, SO2 = 46.5, CO =
61.26, VOC = 52.8, HAPs = 0.08 and 47,805.75 TPY of CO2e.

 This includes the potential startup/shutdown/maintenance emissions,
in TPY as follows: PM10 = 1.78, PM2.5 (Subset of PM10) = 0.44, NOx =
29.23, SO2 = 0.50, CO = 24.56, and  VOC = 4.10.

 The completed engineering evaluation and air quality impact analysis
showed that the proposed project meets the requirements of federal air
quality regulations and the State air quality rules.  The Executive
Secretary intends to issue an Approval Order pending a 30-day public
comment period.  The project proposal, estimate of the effect on local
air quality and draft Approval Order are available for public
inspection and comment at the Utah Division of Air Quality, 195 North
1950 West, Salt Lake City, UT 84116.  Written comments received by the
Division at this same address on or before June 2, 2011 will be
considered in making the final decision on the approval/disapproval of
the proposed project. Email comments will also be accepted at
jlblack@utah.gov. If anyone so requests to the Executive Secretary at
the Division in writing within 15 days of publication of this notice,
a hearing will be held in accordance with R307-401-7, UAC.
