Building/Flooring Contractors INVITATION TO BID Bathroom Renovation and New Flooring (24) 2 and 3 Bedroom Apartments - Castle Dale and Ferron, UT January 17, 2012

 Project Narrative:  Emery County in behalf of Emery County Housing
Authority will receive Bids for the renovation of bathrooms and/or new
flooring in 24 apartments located in Castle Dale and Ferron, UT. 
Contractors are invited to bid on either or both projects in separate
bids For:  Bathroom Renovation:  Wall and ceiling repair to smooth,
like new, cosmetic condition and paint, new vanities, new
mirror/medicine cabinets, new sinks, new toilets, new plumbing
fixtures, new exhaust fans, new towel racks and new lighting fixtures.
 Bids are to be based on exact brands of paint and make/models of all
new items to be procured by contractor and installed in the bathrooms
which will be specified in writing at the pre-bid meeting (see below).
  New Flooring:  Placement of new vinyl square tile flooring on
existing vinyl square tile flooring throughout the apartments, with
the exception of the living rooms which are to be installed with grade
A quality carpet tile on existing square tile flooring.  Bids are to
be based on exact brands of new vinyl square tile flooring and carpet
tile which will be specified in writing at the pre-bid meeting (see
below).

 	HUD Compliance:  This project is funded through a Department of
Housing And Urban Development (HUD) Community Development Block Grant
(CDBG).  The contractor(s) will be required to comply with all federal
labor standards and attendant laws, including the payment of the most
current Davis-Bacon wages and compliance with Section 3 to provide
employment opportunities for lower income persons.  Local, minority
and women owned business owners are encouraged to bid.  The best
proposal or lowest responsible bidder will be selected as determined
by the Project Administrator.

mandatory pre-bid meeting (see below).
 
 	Contractor Action/ Instructions:  Interested licensed contractors
must attend mandatory pre-bid meeting, 1:00 p.m., Friday, February 3,
2012 at the Emery County Courthouse, 75 E. Main St., Castle Dale, UT,
Box Conference Room to receive specifics of the project and obtain
detailed work and material specifications and make subsequent visit to
the apartments in Castle Dale.  All bids are to be separate bids for
each of the two projects, delivered in separate sealed envelopes
clearly marked "Bid for bathrooms renovation" and/or "Bid for new
flooring," and the name of the contractor's company with the date and
time of submission and delivered by Friday, February 10, 2012, 5:00
p.m.,  to:

 	Bids received after this time and date will not be considered and
will be returned to the Contractor unopened.  Bid Bonds must accompany
each bid considered.  Bids will be opened and read 9:00 a.m. at Emery
County Commission Meeting February 14, 2012.  All bids submitted will
become the property of Emery County.  An authorized representative of
the company named thereon must sign the bid form.  The signature on
bids will be interpreted to signify the vendor's intent to comply with
all terms, conditions and specifications set forth in this
solicitation, unless specific exceptions are noted on the face of the
qualifications.  Emery County reserves the right to reject any or all
bids, to waive any informality or technicality or to accept bids
deemed in the best interest of Emery County.  Emery County is an equal
