A Notice of Intent for the following project submitted in
accordance with Â§R307-401-1, Utah Administrative Code (UAC), has
been received for consideration by the Executive Secretary, Utah Air
Company Name: Bridgehouse Refining, LLC
Location: Bridgehouse Refining, LLC: Petroleum
Processing Plant - 4210 East Industrial Rd, Green River, UT, Emery
Project Description: Bridgehouse Refining, LLC has requested an
approval order (AO) to establish a new petroleum processing plant.
The new plant will be located in Green River, Emery County. The
processing plant will consist of two separate processing facilities:
fuels; and solvents, lubricants, and waxes. The processing plant will
consist of distillation towers, process heaters, boilers, storage
tanks, centrifuges, wax crystallizers, a flare device, material
unloading/loading racks, and various pollution control devices. The
entire plant will be capable of processing up to 20,000 barrels of
various oils feedstock per day.
Emery County is an attainment area of the National Ambient Air
Quality standards (NAAQS) for all pollutants. New Source Performance
Standard (NSPS), National Emission Standards for Hazardous Air
Pollutants (NESHAP), and Maximum Achievable Control Technology (MACT)
regulations and Title V of the 1990 Clean Air Act apply to this
The emissions, in tons per year, will be as follows:
PM10 = 5.54, PM2.5 = 5.54, NOx = 21.09, SO2 = 1.15, CO = 73.20,
VOC = 36.02, HAPs = 2.71, CO2e=80,307
PM2.5 is a subset of PM10.
The completed engineering evaluation and air quality impact
analysis showed that the proposed project meets the requirements of
federal air quality regulations and the State air quality rules. The
Executive Secretary intends to issue an AO pending a 30-day public
comment period. The project proposal, estimate of the effect on local
air quality and draft AO are available for public inspection and
comment at the Utah Division of Air Quality, 195 North 1950 West, Salt
Lake City, UT 84116. Written comments received by the Division at
this same address on or before March 8, 2012 will be considered in
making the final decision on the approval/disapproval of the proposed

If anyone so requests to the Executive Secretary at the Division in
writing within 15 days of publication of this notice, a hearing will
be held in accordance with R307-401-7, UAC.
