CIB Grant Requested to Study Electric Lake's Water Loss
The Emery County Municipal Building Authority met in their regularly scheduled meeting on Sept. 3 at 2 p.m. in the commission chambers. Those present were Commissioners Randy Johnson, Drew Sitterud and Ira Hatch. Randy Jensen, board member was also present.
The first item on the agenda was the approval of a request for an emergency grant from the Community Impact Board to conduct a study to determine where Electric Lake is losing water and to conduct drilling to test the aquifer to determine its size and other components. Commissioner Johnson said he would plead the case for the grant at the CIB meeting in Cedar City on Sept. 4. Emery, Carbon and Sanpete counties are working together to investigate the water issue. Commissioner Johnson said the results of the study will be used to provide information for future decisions. The grant for $594,000 was approved at the CIB meeting for the emergency study.
Commissioner Johnson said the bond for the public safety complex had been finalized and it was 30 minutes ahead of the deadline. Jay Bunker from Sahara, the contractor for the public safety complex and the courts building gave an update on the courts building. The roof is going on and they have been framing for two weeks and should be installing dry wall within three weeks. Also on the jail side, the sallyport floor will be repaired.
A motion was made to pay Sahara all the money that was available in the escrow account for the purpose of paying the contractor.. The motion was made with the provision that the full-draw can be made when the money becomes available. With funds from the escrow account and building authority funds for that purpose, the contractor Sahara will be paid in full for the public safety complex project.
The construction of the communications tower has been completed and the move is in process into the jail facility. Other bills for public notices and temporary power at the jail facility were also approved and paid.
Commissioner Sitterud gave an update on the incubator building. He said the current occupant, Dodd Wilstead will be installing a temporary drain fill at the building. He also said that Stilson Construction has looked at the building and they do not have the numbers back yet on the cost of building a room for sand blasting.
The minutes were approved from the previous building authority meeting. At the previous municipal building authority meeting on Aug. 15 there were certain questions that arose concerning the budget for the courts building, renovation of the existing courts facility, and the guaranteed maximum price for the project. Project Manager, Todd Kitchen responded to these questions in a letter to the commissioners. The question of whether or not the renovation of the existing courts building was included in the budget for the new courts facility was answered. The budgets given to the MBA on Aug. 6, 2001 and June 28 of this year, show the renovations in a separate section from and not a part of the new courts building costs. The new courts building cost, which includes the county attorney finish package, stands at $1,936,700, which is slightly lower than the Aug. 6, 2001 projection. The question of whether the public safety complex and the courts contract had been brought to a guaranteed maximum price was discussed at the meeting as well. Since that time Kitchen has learned that the public safety complex was brought to a GMP on Nov. 1, 2001. This guaranteed maximum price was listed at $4,555,555. The courts building contract has not yet been formally amended, however, Sahara is ready to complete this action. The public safety complex and the courts facility budget summary on Aug. 23, was listed with the total budget for both projects at $6,988,973. The public safety complex building GMP is listed at $4,706,280. The guaranteed maximum price includes the additional items as requested by the owner for a total of $51,900. These additions and upgrades included: bullet resistant glazing, generator upgrade, additional site grading, inmate visiting separations, added security electronics and miscellaneous items. The combined costs of installing the utilities to the site was $150,725. This amount was higher than the utility companies originally indicated.
The courts facility MBA is listed at $1,936,700, this amount includes $40,000 for the finish of the county attorney's space. The following budget items are included in the municipal building authority budget: land costs, $25,000, telephone to the site, $50,993, highway turning lane, $15,000, renovate existing court house, $50,000, sheriff's office furniture, $75,000, county attorney furniture, $20,000, justice court furniture, $20,000, onsite metal building, $90,000, these items total $345,993.Kitchen said he has heard there has been some confusion about the project concerning the budget. The main misconception being that the project is overbudget. This is not the case and a number of costs have gone down explained Kitchen.
