Swasey Wildlife Improvement and Hazardous Fuels Reduction Project
Phase II

Manti - La Sal National Forest

	The Ferron/Price District Ranger has decided to treat approximately
6465 acres with bobcat skidsteers with mastication heads or chainsaws
and burn by hand or helicopter.  Approximately 2479 acres are within
Inventoried Roadless Areas.  The Swasey area is in the eastern portion
of the Ferron Ranger District and is bordered by the Reeder
subdivision on the north end, Sportsman's subdivision on the east
side, and surrounds the Swasey subdivision to the southwest. This
decision memo will be the final phase of a two phase project
consisting of approximately 6465 acres. The project area consists of
shrub lands (sagebrush, curleaf and mountain mahogany) and Ponderosa
pine stands that have been encroached by pinyon/juniper.  Portions of
the project had been chained to remove pinyon/juniper approximately 30
years ago. The succession of pinyon/juniper in the Ponderosa
vegetation type has occurred over time due to the exclusion of fire. 
The treatment is designed to reduce the densities of pinyon/juniper to
reduce the hazard of a large intense wildfire and increase winter and
transition range for Mule deer and Rocky Mountain Elk as well as
increase sage grouse habitat.  

	Pinyon-juniper will be treated in fifty-five treatment units, ranging
from approximately 5 to 719 acres in size. Treatments will begin in
2010 and are anticipated to be completed by 2016.

	The Responsible Official is:  Darren Olsen, Ferron/Price District
Ranger, Manti-La Sal National Forest.  A copy of the Decision Notice,
Finding of No Significant Impact, Environmental Assessment, and other
associated environmental analysis documents are available for public
review at the Manti-La Sal National Forest Supervisor's Office, 599
West Price River Road, Price, Utah 84501 or on the project website at
http://www.fs.fed.us/r4/mantilasal/projects/

	This decision is subject to appeal pursuant to Forest Service
regulations at 36 CFR 215.  Appeals must meet the content requirements
of 36 CFR 215.14.  Only individuals or organizations that submitted
comments or otherwise expressed interest in the project during the
comment period may appeal.  Appeals must be postmarked or received by
the Appeal Deciding Officer within 45 days of the publication of this
notice in The Emery County Progress.  This date is the exclusive means
for calculating the time to file an appeal.  Timeframe information
from other sources should not be relied on.  Incorporation of
documents by reference is not allowed.  The Appeal Deciding Officer is
Pamela Brown (Forest Supervisor).  Appeals must be sent to:  Appeal
Deciding Officer, Intermountain Region USFS, 324 25th Street, Ogden,
Utah 84401; or by fax to 801-625-5277; or by email to:
appeals-intermtn-regional-office@fs.fed.us.  Emailed appeals must be
submitted in rich text (rtf), Word (doc) or portable document format
(pdf) and must include the project name in the subject line.  Appeals
may also be hand delivered to the above address, during regular
business hours of 8:00 a.m. to 4:30 p.m. Monday through Friday.

	If no appeal is received within the 45-day time period,
implementation of this decision may begin on, but not before, the 5th
business day following the close of the appeal filing period. If an
appeal is received, implementation may not occur for 15 days following
the date of appeal disposition.  If you have any questions or would
