Emery County Invitation to Bid A New Food Bank Facility July 13, 2010
Emery County is interested in building a new prefabricated Steel
Building to be located at 40 South Center Street, in Castle Dale,
Utah. The construction process will include demolition of an existing
one story frame structure, including footings and foundations. New
Construction will include concrete footings and foundations, erection
of a 2400 sq. ft. prefabricated steel building, electrical and
mechanical work. It will also include the construction of a frame
structure including offices, storage rooms and bathrooms inside the
steel building. There will be a storage mezzanine on a second level.
The area of the main level construction is approximately 2,400 square
feet. The area of the mezzanine is 1,360sq. ft.

HUD Compliance: This project is funded (or partially funded) through a
Department of Housing and Urban Development (HUD) Community
Development Block Grant (CDBG). The contractor will be required to
comply with all federal labor standards and attendant laws, including
the payment of the most current Davis-Bacon wages and compliance with
Section 3 to provide employment opportunities for lower income
persons. Local, minority and woman owned business owners are
encouraged to bid. The lowest responsible bidder will be selected.

available from the architect's office on or after the 13th of July,
2010 for a deposit of $100.00, refundable upon return of the bid
documents within 10 business days of the bid opening. This is the
only notice that will be given regarding this requirement. Please do
not procrastinate returning bid documents as there will be no
exception to this deadline. Arrangements can be made to mail bid
documents to potential bidders by contacting the architect's office.

Bids received after the deadline will not be considered and will be
returned to the Contractor unopened.

All bids submitted will become the property of Emery County.
An authorized representative of the company named thereon must sign
the bid form. The signature on bids will be interpreted to signify the
vendor's intent to comply with all terms, conditions and
specifications set forth in this solicitation, unless specific
exceptions are noted on the face of the qualifications.
Criteria for selecting winning General Contractor bid:
1. Low net cost of contract.
2. Availability of bidder to give priority attention to this project.
3. Earliest likely completion date.
EMERY COUNTY RESERVES THE RIGHT TO REJECT ANY OR ALL BIDS, TO WAIVE
ANY INFORMALITY OR TECHNICALITY OR TO ACCEPT BIDS DEEMED IN THE BEST
INTEREST OF EMERY COUNTY. ALL BIDS THAT MEET, EXCEED OR ARE
COMPARABLE TO MINIMUM SPECIFICATIONS WILL BE ACCEPTED FOR
Performance and Payment Bonds will be required on this project.
