Legal Notice Of Decision Millers Flat USDA Forest Service Manti - La Sal National Forest

The Ferron/Price District Ranger has decided to harvest approximately
480 acres with both ground and aerial logging systems using
approximately 2.5 miles of temporary roads; reforest approximately 175
acres of the harvested stands with Engelmann spruce; and naturally
regenerate approximately 305 acres to aspen. Approximately 480 acres
of the harvested stands may receive some combination of fuels
treatments that include precommercial thinning, hand piling, jackpot
burning, and chipping. Approximately 12 acres will have conifers less
than 8 inches DBH cut in the aspen stand, existing and activity fuels
will be chipped or hand piled and burned. 

	The proposed Transportation System will be adopted, except Forest
Road 52208 will remain open until further study.  Approximately 16
miles of user created routes and Forest Roads will be obliterated.

	The decision includes management of 43 recreation sites and the
closure of 5 sites. Three vault toilets will be installed,
construction of 1200 feet of log and block fence needed for site
containment and site closures, the construction of a non-motorized
trailhead facility at the terminus of the Seeley Canyon road serving
the Seeley/Jordan Canyon trails and the construction of  four hardened
access spur roads between forest roads and campsites. Approximately 35
acres of wetlands will be protected by removing user created and
unneeded routes from wetlands and by relocating or eliminating
dispersed recreation sites adjacent to wetlands

	The Responsible Official is: Darren Olsen, Ferron/Price District
Ranger, Manti-La Sal National Forest.  A copy of the Decision Notice,
Finding of  No Significant Impact, Environmental Assessment, and other
associated environmental analysis documents are available for public
review at the Manti-La Sal National Forest, Sanpete Ranger District
Office, 540 N. Main, Ephraim, Utah 84627 or on the project website at

	This decision is subject to appeal pursuant to Forest Service
regulations at 36 CFR 215.  Appeals must meet the content requirements
of 36 CFR 215.14.  Only individuals or organizations that submitted
comments or otherwise expressed interest in the project during the
comment period may appeal.  Appeals must be postmarked or received by
the Appeal Deciding Officer within 45 days of the publication of this
notice in the Emery County Progress. This date is the exclusive means
for calculating the time to file an appeal.  Timeframe information
from other sources should not be relied on8.  Incorporation of
documents by reference is not allowed.  The Appeal Deciding Officer is
Pamela Brown, Forest Supervisor.  Appeals must be sent to:  Appeal
Deciding Officer, Intermountain Region USFS, 324 25th Street, Ogden,
Utah 84401; or by fax to 801-625-5277; or by email to:  Emailed appeals must be
submitted in rich text (rtf), Word (doc) or portable document format
(pdf) and must include the project name in the subject line.  Appeals
may also be hand delivered to the above address, during regular
business hours of 8:00 a.m. to 4:30 p.m. Monday through Friday.

	If no appeal is received within the 45-day time period,
implementation of this decision may begin on, but not before, the 5th
business day following the close of the appeal filing period. If an
appeal is received, implementation may not occur for 15 days following
