LEGAL NOTICE OF PROPOSED ACTION Fossil Rock Fuels, LLC Coal Exploration Project USDA FOREST SERVICE Manti-La Sal National Forest

    The Ferron/Price District Ranger is proposing to issue a Special
Use Permit (SUP) authorizing Fossil Rock Fuels, LLC (a subsidiary of
PacifiCorp) to occupy National Forest System lands for the purpose of
coal exploration drilling within Cottonwood Lease Tract (State Coal
Lease ML-51191-OBA).  The SUP would be issued with conditions needed
to protect non-mineral resources.  The proposed project area is
located approximately 15 miles northwest of Castle Dale and six miles
northeast of Joe's Valley Reservoir. 

	The public is invited to comment on the proposed action. This
decision is subject to appeal pursuant to Forest Service regulations
36 CFR 215.  Only those who submit timely comments during this comment
period will be accepted as potential appellants. Interested parties
who previously responded to scoping must respond during this comment
period to be accepted as potential appellants.  Comments can be either
oral or written in response to this project. Each individual or
representative from each organization, submitting comments must either
sign the comments or otherwise verify identity in order to attain
appeal eligibility. Comments received, including names and addresses
of those who comment, will be considered part of the public record for
this project and will be available for public inspection. Comments
should include the information required pursuant to 36 CFR
215.6(a)(3), as published in the Federal Register on June 4, 2003.

County Progress.
