At the Orangeville City Council June meeting, the council held two public hearings. The first was to open the 2002-03 budgets for adjustments and the second was to propose the 2003-04 fiscal year budgets.
For the 2002-03 budgets, Murleen Bean, city recorder, announced that she had only changed the amounts in the departments and there had not been an increase or decrease in the total budget amount. She also raised the question of where the money that is received from the 21st Century Community program should go. She suggested that it could go into the general fund. Pat Jones and Howard Shorthill, council members, both agreed that the money needed to be set aside for a specific use, and not in the general fund where it could potentially become "lost". Suggestions for possible uses were a large outside clock, a light, or a security camera for the park.
During the second hearing, Bean told the council that in order to provide a two percent cost of living increase the council needed to make it an ordinance. She also noted that she would now add into the total budget the $2,750 from the 21st Century Community program. Randall Stilson informed the council that Dennis Tuttle, the animal control and planning and zoning administrator, had worked for the city for five years without a single raise. Stilson suggested a $100 per month wage increase for both animal control and planning and zoning. Bean mentioned that the council would need to adjust the budget elsewhere to compensate for the increase. The council agreed to look into it and discuss it later.
During the staff reports, Tuttle reported that he needed a fee list from the county inspector so he could give prospective builders an approximate fee amount for permits. He noted that there was a lot of building going on in the city. In animal control he reported that there have been a few problems with dogs lately, such as a dog biting a child and a goat being killed by a dog. Barking dogs is the biggest complaint he receives, but no one wants to file a written complaint. It was suggested to give dog owners that have had complaints a choice of receiving a citation or using a shock collar. Tuttle mentioned that the number one cause of neighborly problems is dog complaints. He also noted that he had been catching a lot of cats lately. The council is looking into a Code Penalty Ordinance, which will provide the city with the right to assess fines to those who are not complying with city codes.
Cindy Nielson, treasurer, asked the council to consider reducing a bill for water overage due to a leak. She noted that the leak had been fixed and the amount of water used the next month had significantly decreased. The council agreed to reduce the bill by 50 percent.
The council has been asked to donate $100 to the Miss Emery County Scholarship Pageant if someone from Orangeville enters. Sheriff Lamar Guymon suggested posting ATV speed limit signs, at 10 miles per hour. He stated that the posted limits were too high for ATV use. He suggested that the council modify the ordinance to state that persons under 16 and over 8 years of age cannot drive ATV's unless State OHV certified and accompanied by an ATV riding adult. The council discussed the proposal and decided to wait until the county opens roads before changing the ordinance. They will discuss it later. Bean showed the council the special service district inter-local agreement and asked them to review it. It was suggested in the line that states the "city agrees to enforce water users to connect to city water and sewer lines," to add in "where feasible."
Jones told the council that he had applied a $1,500 matching-funds grant from Trees of Utah. The grant would also come with a training seminar to teach how to plant, prune, water and care for trees. He reported on the pump needed for the sprinkler system at the cemetery. It will require grounding plates every 1,200 feet. UP&L can provide the necessary power for between $9,000 and $9,500. He is waiting on another bid. He has also received some complaints of broken vases at the cemetery due to the lawn mower. He reminded the council of the youth group coming for the pageant and has scheduled them to paint the dugouts and clean headstones. Jones also mentioned that Joe's Valley Reservoir was at about 74 percent.
Shorthill reported that Memorial Day went well at the cemetery. The cemetery sign needs to be painted. He told the council that the Board of Adjustments wants to have business license requests to come to the Planning and Zoning Board. He also mentioned that they are still short people on the Planning and Zoning Board and alternates on the Board of Adjustments. Shorthill thinks that the website needs to have more information and needs to be updated more often. He would like to post city ordinances on the page.
Randall Stilson mentioned a problem with the park's restrooms. There have been kids setting the toilet paper on fire. There has been a report filed with the sheriff's office and Stilson met with the parents and have set-up community service projects to be completed. Stilson has obtained a map of county roads and would like the council to mark which ones they would like to have opened. The next ATV meeting is in August.
Jeffery Tuttle mentioned that April and May's secondary water usage is down and that citizens are conserving a bit.
Thayne Cox reminded the council of the Relay for Life, cancer run on July 11-12.
Bart Cox came to the meeting to offer his services to the city. He would like to take an inventory of all signs, order new ones and install them onto existing posts so that all signs are up to code. The council decided to discuss it and let him know.
The minutes were approved from May's meeting. The bills and warrants were approved with the note that the city had paid for five skunk traps that had not been received. Bean will contact the suppliers.
The next Orangeville City Council meeting will be held on July 10 at 7:30 p.m.
